This is a compatibility conversion rather than a quality one. A JPEG will not look better than the GIF it came from, and for a flat graphic it may look slightly worse, because JPEG's compression is built for photographs and leaves faint ringing along hard edges and text.

Why do I have to choose a fill colour?
JPEG has no transparency. Every transparent pixel has to become something, and without a choice it would typically come out black. White is the usual answer.
What happens to the animation?
Only the first frame is converted. A JPEG holds one image.
Would PNG be a better choice?
If you need transparency or the image is a flat graphic with hard edges, yes — use GIF to PNG instead. Choose JPEG when size and universal compatibility matter more.
