Short answer
A video can be resized in a browser by scaling it to a target resolution and re-encoding it. Standard presets are 1080p, 720p and 480p for landscape, 1080×1920 for vertical short-form video, and 1080×1080 for square feeds. Reducing resolution also reduces file size substantially, roughly in proportion to the pixel count.

Resolution is the biggest single lever on video file size: dropping 1080p to 720p removes more than half the pixels, and the file usually shrinks by a similar factor. For anything watched on a phone or embedded in a page, 720p is often indistinguishable from 1080p.
The landscape presets preserve your original aspect ratio and only set the height. The vertical and square presets force an exact shape, which will stretch footage that was not shot in that ratio — crop it first if that matters.

Frequently asked questions
Can I upscale a video to a higher resolution?
You can, but it will not add detail. Upscaling stretches the existing pixels and produces a larger file with no visible improvement. Scaling down is the useful direction.
Will resizing distort my video?
The 1080p, 720p and 480p presets keep the original aspect ratio. The vertical and square presets force an exact shape and will stretch footage shot in a different ratio.
How much smaller will the file be?
Roughly in proportion to the pixel reduction. Going from 1080p to 720p typically removes 50–60% of the file size at the same quality setting.
Does resizing affect the audio?
The audio is re-encoded to AAC at 128 kbps but is otherwise unchanged in length or sync.
