Short answer

A PDF can be rotated in a web browser and saved with the rotation applied. Each page carries its own rotation value, which is changed by 90, 180 or 270 degrees and written back into the document, so the pages open the right way up everywhere rather than only in the viewer where they were turned. The rotation is added to whatever the page already had, and the work runs locally.

Most PDF viewers can turn a page on screen, but the rotation is a view setting and is gone the next time the file is opened — and it is definitely gone for whoever you send it to. Writing the rotation into the document itself is the difference between fixing the page and looking at it sideways more comfortably.

The turn is added to the rotation each page already carries rather than replacing it, which matters for scans: a scanner that already corrected a page by 90° stays corrected. Leave the page list empty to turn the whole document, or name just the pages that came out sideways.

Yes. List the page numbers and ranges, like 1-3, 7. Leaving the box empty rotates the whole document, which is the usual case for a sideways scan.

Does rotating lose quality?

No. Only the page's rotation value changes; the text, vectors and images are untouched. Nothing is re-rendered or re-compressed.

What if a page is already rotated?

The turn is added to what is already there rather than replacing it, so a scan the scanner already corrected does not get un-corrected. Rotating a page at 90° by another 90° gives 180°.

Is the document uploaded?

No. The rotation is applied inside your browser and nothing is transmitted.
